At that point Judo was seen as a school of Jiu Jitsu (or Ju Jutsu) and was slowly absorbing most of the existing schools. The groundwork here implies this was after it had absorbed Fusen Ryu, the school that had defeated the Kodokan fighters in a tournament, leading to Kano bringing groundwork into Judo. Fusen Ryu that continued apart from Judo don't seem to have maintained the focus on groundwork.
